Cost overruns were supposed to have been built into plans for the Behavioral Care Center at the new Oklahoma County jail complex, but because of skyrocketing expenses, estimators missed the cushion by millions of dollars.

That's according to County Engineer Stacey Trumbo, who gave the troubling update recently to the Board of County Commissioners.
