Dr. Paul B. Kannowski of the University of North Dakota has recommended that North Dakota’s proposed new constitution should give individual citizens the right to sue to prevent environmental pollution.

Stella Fritzell of Grand Forks, Constitutional Convention delegate, presented Kannowski’s recommendation at Bismarck Monday to the convention’s Committee on Education Resources and Public Lands.

Kannowski is associated with the University’s Institute for Ecological Studies.
