MEMPHIS, Tenn. — Plans to deploy National Guard troops to Memphis are now officially in motion as part of a broader crime-fighting strategy between President Donald Trump and Tennessee Gov. Bill Lee. But major questions remain, especially around how the Guard will coordinate with local law enforcement and whether troops will have the power to arrest citizens.

The structure of the operation, including deployment orders and enforcement authority, is still being worked out between the White House and the Governor’s Office. While Memphis appears to be following a similar path to cities like Washington, D.C., and Los Angeles, some local leaders say the situation on the ground is fundamentally different.
