Democrats oppose stopgap bill, raising odds of a shutdown

WASHINGTON — Top Democrats in Congress on Tuesday said they opposed Republicans’ stopgap spending plan to fund the government past a Sept. 30 deadline, increasing the chances of a shutdown within weeks.
