A 5-member panel that oversees land use cases and variances for zoning appeals said the city of Dallas building official made a mistake in revoking the certificate of occupancy for a North Dallas restaurant that plans to operate an upscale poker room as well.

The Board of Adjustment Panel A voted 4-1 late Tuesday to reverse the city’s decision to revoke the permit for Champions Social Club last April, just days after the city initially approved the application.

David Neumann, the chair of the panel and a former Dallas city council member, said a recent decision by the Texas Supreme Court not to take up a request from the city of Dallas to review a 2024 appeals court ruling on a separate poker room case led him to make a motion that allows the poker room to operate.
