FREMONT, Neb. —

The U.S. Chemical Safety and Hazard Investigation Board advised people to stay away from the site of a deadly plant explosion in Fremont as their investigation continues.

The blast in July at the Horizon Biofuels plant killed a father and his two daughters .

In a report , officials said the facility remains unsafe "due to the potential for the structurally compromised building to collapse, preventing the CSB from approaching the building so far."

The CSB said its evidence shows a combustible wood dust explosion is to blame for the blast, which it added was completely avoidable.

Officials said they also plan to continue to look into the facility and its dust control systems.
