PORTLAND Ore. (KPTV) - The City of Portland plans to issue a land use violation notice this week to the U.S. Immigration and Customs Enforcement (ICE) facility in southwest Portland , citing more than two dozen possible violation of local rules that limit how long detainees can be held.
City officials said in a statement on Wednesday that federal records show detainees were kept overnight for more than 12 hours at the South Waterfront building 25 times between Oct. 1, 2024 and July 27, 2025. The city’s land use approval for the site, granted in 2011, prohibits overnight detention. The most recent violation was reported on May 20.
