Oregon Democrat Maxine Dexter prepared with scotch tape and a study of U.S. House arcana when she rose to protest a recent amendment that would ban displaying pride flags in federal Department of Defense facilities.

Dexter, who is serving her first term in Oregon’s 3rd Congressional District encompassing most of Portland, brought a small desktop-style rainbow flag to the podium and began to speak in opposition.

The tape was to keep the flag from fluttering, even from the slightest breeze, as House Republicans have recently restricted the rules limiting what flags can fly in the chamber, other than Old Glory.
