KINGSTON, N.Y. — County lawmakers approved a five-year contract with Ulster County Resource Recovery Agency that gives the agency the ability to borrow up to $60 million without legislative approval.

The contract was approved Tuesday in a 16-6 mostly party-line vote of the Legislature, with lawmakers Thomas Corcoran, R-Marlborough, and Richard Walls, R-Shawangunk, joining Democrats to approve the contract. Legislator Joseph Maloney, R-Saugerties, was absent from the meeting.

The crux of the opposition by Republicans seemed to lie in what they said was the unchecked ability of the agency to bond up to $60 million without any legislative input.

Under the contract that expired in March, the agency could only borrow up to $500,000 without the approval of the county Legislature.
