Two men have been charged with murder after a drive-by shooting in Melbourne's CBD earlier this month.

Kwar Ater died after being shot on Elizabeth Street in the early hours of Sunday, September 7.

Police said the 26-year-old Seabrook man had been standing with a group of associates when a car pulled up alongside them and he was shot.

He was taken to the Royal Melbourne Hospital by friends, where he died.

Homicide Squad detectives have been treating it as a targeted attack, with Mr Ater and his past associates known to police.

On Wednesday, the Special Operations Group arrested four men in South Melbourne.

After questioning, detectives charged a 23-year-old Doveton man and a 22-year-old Clyde North man with murder.

The pair will face court on Thursday.
