The man in line to fill a senate vacancy for One Nation will rely on another party with significant "policy overlap" to get there, as questions are raised over his residency.

Sean Bell is due to be confirmed as a senator for NSW on Thursday afternoon after a joint sitting of the state's parliament.

He would fill a vacancy from the departure of Warwick Stacey, who was elected in May but resigned in August due to health issues.

But Mr Bell lives in Queensland, according to reports in the Sydney Morning Herald.

One Nation is also no longer represented in the NSW parliament after its three sitting members all quit the party.

Mr Bell's nomination will instead be moved by Libertarian MP John Ruddick, he told AAP.
