The city of Kansas City is challenging a ruling by an arbitrator that would reinstate a firefighter who was driving a fire truck involved in a deadly crash in 2021. Advertisement

Arbitrator Leland Shurin ruled that firefighter Dominic Biscari should return to duty with full benefits and backpay after a three-day suspension without pay.

In 2023, Biscari entered an Alford plea to three counts of involuntary manslaughter. An Alford plea is a type of guilty plea , where a defendant formally pleads guilty but does not admit to the crime.

On Dec. 15, 2021, a Kansas City Fire Department truck, driven by Biscari, struck a car, killing two passengers and one pedestrian.

The fire truck went through a red light that had been red for 16 seconds while traveling at 51 miles
