HARRISBURG — Amid concern about the viability of the power grid that serves all of Pennsylvania, Gov. Josh Shapiro and the governors of 12 other states will meet Monday in Philadelphia to discuss potential changes the manager of their shared wholesale electrical market can make to rein in rapidly growing energy costs.

More than 67 million people across the 13 states, plus Washington, D.C., rely on the grid overseen by PJM Interconnection.
