New South Wales's largest council by land mass will head to the polls on Saturday after 12 years of being in administration.

Despite its physical size, Central Darling Shire Council has the smallest population with about 1,700 people across the communities of Wilcannia, Ivanhoe, White Cliffs and Menindee.

The far west NSW council was put into administration in 2013 for financial mismanagement.

Voters have not been able to vote in local government elections since.

The return to democratic process for the remote council will come with some changes.

Local Government Minister Ron Hoenig said residents would only be able to elect three councillors.

Mr Hoenig said he would determine the remaining three, including the chair.
