NILES A Trumbull County Judge has ruled that a man accused of murdering a woman in Niles in 1991 will remain in psychiatric care.

Judge Sean O'Brien ruled that 58-year-old James Hubbard, who is accused of shooting and killing 21-year-old Sallie Beatty in the parking lot of a Niles restaurant in 1991, shall remain under court-ordered supervision under psychiatric care at Heartland Behavioral Healthcare in Massillon.

Hubbard claimed he had heard voices telling him to commit the crime, and was diagnosed as a chronic paranoid schizophrenic. He was found not guilty by reason of insanity.

Hubbard will remain in Heartland Behavioral Healthcare under Level 4 restrictions.
