Police in Nashua, New Hampshire, say they have arrested a man who was caught on surveillance video last week tying a dog to a fence and then concealing his face before leaving the area in a car that was waiting for him.
William Southern, 61, of Nashua, was arrested Tuesday and charged with one count of cruelty to animals and two counts of resisting arrest, police said.

Nashua police shared two pictures to their Facebook page last week , one showing the dog tied to the fence "abandoned and scared" for an extended period of time, and the other a still from the surveillance video that showed the person involved in the incident, which ccurred around 8:30 p.m. on Sept. 17, outside of the McDonald's on Northeastern Bo
