SPOKANE, Wash. — The Washington Attorney General’s Office has filed a motion to release Kevin Coe, known as the Spokane South Hill Rapist, from civil commitment after experts concluded he no longer meets the criteria of a sexually violent predator. A Spokane County judge is reviewing the motion, with a hearing scheduled for next Thursday.
Coe, 78, has been involuntarily confined at the state’s Special Commitment Center on McNeil Island since 2008. He was committed there after serving a 25-year prison sentence and being found by a jury to meet the criteria of a sexually violent predator. State law requires annual reviews to determine whether he remains both mentally ill and dangerous.
