EDITORIAL: Lawmakers need more control over utility rate hikes

One of the factors often cited for New Yorkers’ dissatisfaction with living in the state is the high cost of utilities.

Rate hikes for utilities are approved by the Public Service Commission (PSC), which is made up of seven commissioners from business and industry who are appointed by the governor and approved by the state Senate.
