DAVENPORT, Iowa (KWQC) - Davenport man is accused of using rope to tie a child to a chair, causing bruising and injuries.

Police said Daniel Farmer, 25, tied the child as a punishment, according to court documents.

Farmer, who police said is the child’s guardian, is charged with child endangerment causing bodily injury, a Class D felony.

He also faces two serious misdemeanors:

Assault causing bodily or mental injury

False imprisonment

Police said that in a 911 call over an “open line,” a screaming child and two men’s voices could be heard in the background, according to the arrest affidavit.

When police arrived at the 2000 block of East 38th Street, they found a child with bruises and injuries whom they took to the hospital, according to the affidavit.
