Nationwide, 42 million adults and children receive food aid through the income-based, federal Supplemental Nutrition Assistance Program (SNAP), administered by states. But big changes are coming: Recent federal legislation moves additional costs and responsibilities to states, with many expected to trim rolls and benefits.

The full effect on Hawaii isn’t yet clear — but a first, statewide cut is a harbinger of things to come: Beginning Oct. 1, SNAP households here will see benefits reduced by an average of $8, per person, per month, the Department of Human Services says.
