KANSAS CITY, Mo. -- A third-party investigation into Jackson County Legislator Manny Abarca has concluded that it's more likely than not that inappropriate behavior occurred, according to a letter obtained by FOX4.

The probe, initiated earlier this year by County Executive Frank White, focused on allegations of workplace harassment.

While sources confirm that multiple women have filed complaints, this investigation centers around a single female employee who received an official letter from the county. FOX4 is not identifying her due to the sensitive nature of the allegations.

The independent investigator, hired by the county, interviewed multiple county employees and reviewed extensive documentation, including witness statements.
