For Tony Moreno, running Pittsburgh is no different than running a household. Every neighborhood is like a child with its own quirks — one needing discipline, another encouragement — but all deserving the same love. And right now, he said, too many of those “children” have been neglected by local officials.

The Republican mayoral candidate chose Homewood for a three-hour town hall on Saturday because he sees that neighborhood as a symbol of broken promises. He pointed to crime, blight and a lack of resources as issues that have long plagued the neighborhood.

“Homewood is suffering from the same problems that they had 15 years ago,” said Mr. Moreno, a retired police officer and Army veteran.
