A teen accused of publishing a violent Islamic State promotional video online and sending threats to a Jewish community group has made a bid for bail.

The 18-year-old, who cannot be named for legal reasons, was in May charged by counter-terrorism police with offences including publishing extremist material and using a carriage service to make a threat to kill.

He was refused bail in a children's court but made a fresh application for freedom in the Victorian Supreme Court on Wednesday.

The Australian Federal Police arrested the boy on May 22 after he allegedly sent threats to kill the Melbourne Hebrew Congregation and bomb a secondary school, the court was told.
