MONROE COUNTY, Ind. — A Bloomington man is now officially charged with causing a fatal crash with cocaine in his system in February 2024.
Joshua Scroggins, 40, was charged Tuesday, Sept. 30 with causing death while operating while intoxicated and causing death with a controlled substance, both Level 4 felonies, and reckless homicide, a Level 5 felony.
Police arrested Scroggins Tuesday night.
Court documents say on Feb. 6, 2024, Scroggins was driving south on Garrison Chapel Road near West Gardner Road , around seven miles southwest of downtown Bloomington and near the Monroe County Airport, when he collided with another car, driven by John Skirvin.
Skirvin died at the scene.
Court documents indicate Scroggins was speeding between 51 and 65 mph in a 35 mph zone prior to the crash.
