PHOENIX — Congress failed in two votes Tuesday to reopen the federal government, extending a shutdown that will last at least two more days while lawmakers recess for the Jewish holiday of Yom Kippur.

The Trump administration said layoffs could begin within one to two days as the effects of the shutdown spread nationwide. National parks, monuments and museums closed, and many federal employees began working without pay.

In Arizona, members of the state’s congressional delegation are taking different approaches to their own salaries during the shutdown.

Rep. Juan Ciscomani, R-Ariz., signed a letter asking House leadership to withhold his pay until the government reopens.
