President Donald Trump is eyeing massive cuts to federal agencies as the government shutdown enters its second day.

Trump is using the shutdown to freeze funds for Democratic states and to move forward with mass layoffs of federal agencies. Trump said on Thursday that he is meeting with Director of the United States Office of Management and Budget Russ Vought to discuss cuts to federal agencies.

Trump, who once said he knew “nothing” about Project 2025, noted that Vought is “of Project 2025 fame.” Vought is one of the architects of Project 2025 , which is a conservative blueprint that details how to redefine the powers of the executive branch and gut small government agencies.
