MANCHESTER, N.H. —

The White House is offering nine universities, including Dartmouth College, preferential access to federal funds if they pledge to follow certain principles, according to a memo obtained by ABC News.

Principles outlined in the memo obtained by ABC News include banning the use of race, sex, and religion in hiring and admissions, freezing tuition rates for five years and capping the undergraduate enrollment of foreign students to 15%.
