DU QUOIN, Ill. (WSIL) -- Du Quoin Mayor has announced significant progress in funding the Hickory Street reconstruction project, which had faced a funding gap since May 2023. Du Quoin Mayor Josh Downs said the gap arose when the state required the city to relocate water and sewer utilities before beginning road construction.
The Mayor said he secured a $2,529,000 grant from the Delta Regional Authority and a $680,000 Community Development Block Grant (CDBG) from Illinois Department of Commerce and Economic Opportunity (DCEO). Additionally, an $800,000 loan was obtained from IDOT at zero percent interest, with yearly payments starting in September 2026.
