MINOT, N.D. (KMOT) – The Minot City Council on Thursday voted to name Tom Joyce as permanent City Manager for Minot.

Council Member Mike Blessum moved for the council to approve Joyce, and was seconded by Council Member Rob Fuller.

Joyce, the city’s acting City Manager, was joined by current city Finance Director David Lakefield, as well as David Kees, as finalists.

Several members of the council spoke at a special meeting on Thursday afternoon, praising all three finalists for the position.

Joyce had been Minot’s Assistant City Manager since January 2024 until taking over as acting manager when Harold Stewart departed earlier this year.

The vote was unanimous, 7-0. Following the vote, the council went into executive session to discuss contract negotiations for the position.
