A Melbourne passenger train was travelling on a set of tracks that had been upgraded days before it derailed in the city's inner north-east earlier this year, according to a preliminary report into the incident.

The Australian Transport Safety Bureau (ATSB) said 27 timber sleepers and crushed stones, known as ballast, had been replaced on the High Street bridge in Clifton Hill over two nights in early July.

Less than a week later, about 30 passengers were on board a city-bound Metro Trains service when the fifth carriage came off the tracks as it approached Clifton Hill station.
