PORTLAND, Ore. — On Thursday night, KGW saw a small group outside the U.S. Immigration and Customs Enforcement facility in South Portland, a protest which stayed relatively peaceful and calm.

That was, until an apparent agitator appeared to get in the faces of some of the demonstrators, a KGW crew witnessed. Shortly after, federal agents were then seen detaining three people.

Then, while federal officers pushed back the crowd to allow several vehicles to exit the facility, KGW was told one person was sprayed in the eyes with mace.

As protests continue nightly outside the Portland ICE facility, a few people are being arrested and detained — but figuring out who is in charge and what happens afterward isn't always straightforward.
