(NewsNation) — As "Operation Midway Blitz" targets illegal immigration in Chicago, a new video has sparked allegations that federal agents are using excessive force in the country’s third-largest city.

The footage shows what bystanders described as an unnecessarily rough arrest, in which an officer appears to choke a man. The Department of Homeland Security disputed the allegation and said the man was a suspect in a theft that was in progress.

Investigations are underway at an immigration processing facility in the suburb of Broadview, Illinois, where tensions have been running high. Protesters have gathered there to condemn recent Immigration and Customs Enforcement raids in the city. Earlier this week, federal agents raided a Chicago homeless shelter and an apartment building.
