SACRAMENTO, Calif. —

The federal government is proposing to reopen the Deferred Action for Childhood Arrivals program to first-time applicants for the first time in four years, offering a glimmer of hope to young immigrants waiting for their chance.

"Nothing is concrete yet, although it gives us room to hope," said immigration lawyer Hugo Vera, who views the proposal as a positive sign. Vera also expressed concern that the Texas lawsuit could lead to similar legal challenges in the future.

The lift on reviewing new applications comes after a filing by the Trump administration. In 2018, Texas sued the administration to officially scrap the program, arguing it was illegal.
