ROCHESTER — Outgoing Mayor Paul Callaghan and retiring Greater Rochester Chamber of Commerce President Laura Ring marked their final State of the City event Oct. 3 at Lilac Club Casino .

The casino has transformed a large portion of what was a largely dormant Lilac Mall since opening in March, about two years after a group led by Greg Carlin purchased the mall for $5 million.
