In 1997, members of the New York Police Department tortured a prisoner named Abner Louima. During the process, it was alleged, one of the cops shouted, "It's Giuliani time!" That linked the torture to then-Mayor Rudolph Giuliani's hardbar approach to law enforcement. Now, we have a slightly less appalling, but no less egregious new piece of law enforcement jargon: Kavanaugh Stops. From Slate :
