The new guidelines aim to help agencies respond more swiftly and efficiently to public records requests, a process often hindered by delays. Brown's proposal encourages agencies to categorize requests by complexity, provide single records promptly, and send closure letters once requests are complete.

A public hearing on these proposed rules is scheduled for November 6 in Olympia.
