In a move to promote digital payments and phase out cash transactions at toll plazas, the Ministry of Road Transport and Highways has introduced National Highways Fee (Determination of Rates and Collection) (Third Amendment) Rules, 2025. The amended rules, effective from November 15, aim to incentivize digital payments for non-FASTag users, streamline toll collection, and enhance transparency on National Highways.

Under the new rules, vehicles without a valid, functional FASTag entering a toll plaza will face higher fees if paying in cash. Such users will be charged double the standard user fee for their vehicle category.
