Government budget discussions and funding decisions seem never-ending. The state operating budget ended in June and legislators will be kicking off the capital budget process this fall. The federal government has been in budget discussions for months.

Reconciliation, rescission and appropriations consumed the summer, and they don’t appear to be ending anytime soon.
