DWI: Luke W. Biffar, 45, of New Paltz, was arrested by state police at Ulster at 5:52 a.m. Sunday, Oct. 5, and charged with driving while intoxicated and driving with a blood-alcohol content at or exceeding 0.08%, both misdemeanors. Biffar was released with tickets for Kingston City Court.
