A federal judge appointed by President Donald Trump during his first term was aghast when she found out on Sunday that Trump was circumventing her orders not to deploy federalized troops to Portland, a city Trump said is “burning to the ground,” a claim the judge dismissed as “untethered to the facts.”

The Trump administration sought to sidestep the judge’s temporary restraining order against mobilizing the Oregon National Guard against the wishes of the state’s governor by sending in troops already under federal control in California. Both states went back to court and won a second TRO.
