Former New York Gov. Andrew Cuomo called to rebuild the Rikers Island jail complex, reversing his previous position to go forward with closing it entirely.

Cuomo is running for mayor of New York City against socialist Democrat Zohran Mamdani and Republican Curtis Sliwa.
