A man is suing the city of St. Cloud, claiming officers used excessive force when a police K-9 bit him for more than 20 seconds during his arrest in 2024.

Body camera video shows officers approaching Manuel Martinez outside his home as they moved in to arrest him.

Police can be heard ordering Martinez, of St. Cloud, to put his hands up. He appears to comply, raising his hands and dropping to his knees before being kicked and taken to the ground. Moments later, a police dog latches onto his arm.
