Politicians who hold the future of an AFL stadium in their hands have been given the first look at a 153-page draft approval order for the project.

Tasmania's entry into the AFL and AFLW in 2028 is contingent on construction of a 23,000-seat roofed venue at Macquarie Point on Hobart's waterfront.

The $1.13 billion project, which requires parliamentary approval, is backed by the governing Liberals and Labor opposition but faces a crucial vote in the upper house.

It needs the votes of three of eight upper house independents to pass - several have been vocally anti-stadium and about half are keeping their cards close to their chest.
