In a 2013 interview, he acknowledged that he wanted to remove civil service and tenure rules so that municipalities could downsize local health departments and shift services to county control.
His proposal would have allowed counties or regional co-ops to take over local health operations without being required to retain existing employees, a move that would have effectively allowed towns to fire their own workers in the name of “efficiency.”
