ST. LOUIS, Mo. (First Alert 4) - St. Louis Sheriff Alfred Montgomery was back inside a federal courtroom Thursday regarding his case from an incident in February, when Montgomery ordered his deputies to handcuff the deputy jail commissioner.

While acting as commissioner of the St. Louis City Justice Center, Tammy Ross was handcuffed and moved to another location after Montgomery directed his deputies to detain her.
