DA Cruden says Oct. 2 fatal shooting by Manteo Officer was ‘tragic’ but ‘lawful’

The office of District Attorney Jeff Cruden released this announcement on the afternoon of Tuesday, Oct. 7.

On October 2, 2025, an emergency 911 call was received by Dare County communications from 238 Mother Vineyard Road. The caller, Ms. Denny Winslow, had previously reported to law enforcement on September 29, 2025, that a “black male wearing a police uniform that looked like military dress blues had forced his way into her apartment, stolen her prescription medication and later added that he had assaulted her.” That report was investigated but unsubstantiated.
