From the public’s perspective, it’s an issue that’s been dormant for just over five years: making changes to the composition of Cornwall city council.

Mayor Justin Towndale, while a city councillor in 2019, was among those who asked for council to spend some time before the 2022 municipal election on the question of how many people should be elected to council, and whether the city should return to having wards.

Wards were swapped for the at-large system in 1975, after a plebiscite showed most Cornwall voters supported it. Fifty years of electing councillors to represent the city at large has certainly been informative and entertaining, but not provided the best representation for all areas of the city.
