Despite grand announcements and hefty allocations, the execution of public works across the Union Territory is limping, exposing glaring cracks in planning, staffing, and fund utilisation. As Kashmir enters the final working weeks before the Valley’s annual winter shutdown, officials admit privately that the current pace is “nowhere near” what’s needed to meet targets.
Departments handling crucial sectors like roads, irrigation, housing, rural development, and public infrastructure have used up only
