Much has been said about HNL Build, the new online permitting system that replaces the 28-year-old legacy POSSE system at the Department of Planning and Permitting (DPP). Certain elected officials and certain media outlets have questioned its functionality and roll-out. To set the record straight: HNL Build is operational, it is working, and it is already demonstrating far greater capability and transparency than its predecessor.
