Congress has announced its first list of 48 candidates for the upcoming Bihar Assembly elections, scheduled for November 6 and 11. The announcement was made on October 16, 2025, by K C Venugopal, general secretary of the All-India Congress Committee. Notably, the list includes five women candidates and two Muslim candidates, marking the party's initial official declaration under the INDIA bloc.

Among the prominent candidates are Bihar Congress State President Rajesh Ram, who will contest from the Kutumba seat, and Congress Legislature Party leader Shakeel Ahmad Khan, who will run from Kadwa. The party has retained 11 sitting MLAs, including candidates from Bhagalpur, Muzaffarpur, and Aurangabad.

The list features candidates for both phases of polling, with 24 names for the first phase and another 24 for the second phase. Other candidates include Bijendra Chaudhary from Muzaffarpur, Om Prakash Garg from Gopalganj, and Dr. Chandan Yadav from Khagaria. The last date for filing nominations for the first phase is October 17, while the deadline for the second phase is October 20.

Despite the announcement, the Congress has yet to finalize its seat-sharing arrangement with its allies in the Mahagathbandhan, including the Rashtriya Janata Dal (RJD). Ongoing discussions among party leaders have been aimed at resolving seat-sharing disputes, particularly for key constituencies like Kahalgaon and Vaishali. The party's leadership, including Rahul Gandhi and Mallikarjun Kharge, has been actively involved in these negotiations to ensure a united front in the elections.
